is is a High-End Pro-Quality Filter Holder, bigger than usual--- specifically for use with
an ultra-wide-angle lens---- so you don't get vignetting as you would with a traditional filter
.    I don't know much else about it, but I believe it mounts to the outside of the lens hood or exterior front rim of the lens and is tightened-on with the tightening lug.
One lens it will fit is a Nikon 14-24mm, and probably many others where the front diameter is about 4 3/4 inches (120mm).
You can then slide in SW150 compatible LEE Neutral Density Graduated and Standard filters, 150x170 mm size and then they can rotate.  (See my other listing for TWO such ND filters).
This piece looks to be in MINT Condition.
